Duties
Summary
The purpose of this position is to serve as the Regional subject matter expert on tribal affairs as they relate to the effective implementation and operation of FNS programs. The incumbent contributes to and supports collaboration across the FNS programs to develop recommendations for Regional senior level leadership on the direction, goals, and objectives of FNS programs implemented by tribes or tribal organizations.

Responsibilities

  • Reviews and provides expert analysis of the statutes, regulations and policies that impact the health and nutrition systems serving American Indians and Alaska Natives to determine the impact on program operations and management.
  • Serves as the subject matter expert for tribal issues related to this constituency as they relate to FNS. Proactively anticipates, identifies and evaluates constituency concerns.
  • Researches and analyzes information and develops recommendations to implement strategic initiatives, partnerships and outreach initiatives that address the concerns and needs of American Indians and Alaska Natives.
  • Participates in and may lead formal management evaluation reviews of tribal organizations operating FNS programs.
  • Works with review team to develop written reports of findings and recommendations, negotiates corrective action, and conduct post-review evaluation of corrective action.
  • Establishes and maintains working relationships with key national and regional organizations representing the health interests of American Indians and Alaska Natives.
  • Develops and maintains a documented network of contacts within tribal organizations and other constituent-based groups.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

To qualify for the GS-13 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:

  1. Providing oversight of and/or implementing federally-funded programs or grants made to and operated by tribes or tribal organizations.
  2. Integrating culturally appropriate planning and implementation strategies into tribal programming, oversight and technical assistance activities.
  3. Providing in-depth, expert level analysis on how proposed policies and regulations would impact federally-funded programs operated by tribes or tribal organizations, and recommendations resulting from the same.
  4. Coordinating and conducting issue analysis; developing and implementing culturally appropriate responses that involve state, federal, American Indian and/or Alaska Native entities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified. Category placement will be determined based on applicants’ quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
